Established in 2004, short pants consulting (SPC) is a consortium of experienced environmental and sustainability professionals who bring together solutions to environmental planning, impact assessment, sustainability planning, management and project delivery.

Our team, including external collaborators, are industry leaders working towards innovative solutions to meet outcomes for small- and large-scale projects. We work in all regions and industries to use our expertise, knowledge and application to ensure a successful, ethical and sustainable solution for clients.

Colin Heath

Director and Environmental Principal

SPC was founded in 2004 by Colin Heath, an environmental professional with 40 years comprehensive experience in both public and private sectors, directing and managing complex environmental, planning and construction projects and as a consultant to the infrastructure industry. Colin has held several senior positions with Sydney Water ranging from environmental science to planning and capital project delivery.
Since leaving Sydney Water, Colin has worked independently through spc in a number of roles including; project facilitator for NSW Department of Water and Energy, as Chairman of the Independent Expert Panel undertaking planning audits for the Sydney Water Sewerfix Alliance, Project Manager for Sydney Water/GHD, Client Liaison Manager at facilities at Bega Valley, Wagga Wagga, Mackay and Atherton for Tenix Alliance and as Technical Professional Leader of the Environmental Team at Kellogg Brown and Root (KBR) Sydney.

Sue Shaw

Partner and
Environmental Principal

Sue brings over 40 years experience in environmental monitoring and auditing, impact assessment, project delivery, statutory planning for infrastructure projects and team leadership in the public and private sector. Sue recently completed a 15 month engagement as the Department of Planning Environmental Representative on the North West Growth Centre, enhancing environmental performance and compliance.

Tom Heath

Senior Environmental Consultant

Tom has been active in environmental assessment for over 10 years, working for government and private consultancies undertaking field sampling and analysis programs covering terrestrial and aquatic ecosystems and long term animal population studies. Tom brings well developed ‘on ground’ marine science and catchment management capabilities as well as environmental policy, design, planning, impact assessment and reporting to the team. Over the past five years Tom has been influential in the design, construction and study of eco-shoreline and infrastructure naturalisation projects.

Matthew
Daly

Senior Environmental
Consultant

Matthew, an environmental engineer with over eight years experience in environment, sustainability and infrastructure engineering. Matt has broad experience in design, assessment and delivery of environmental services for infrastructure projects across a variety of industries. He brings a particular specialty in sustainability strategy and building energy, water and greenhouse gas emissions assessment, having worked for corporate and government clients. In 2018, Matt completed a PhD in Sustainable Futures at the University of Technology Sydney, exploring how innovation in sustainable housing developments can transform urban sustainability by changing consumption practices. He has a deep understanding of impacts of resource consumption on sustainability, and sustainability assessment and measurement including ecological footprinting methodologies.

Dr Daniel Daly

Senior Environmental Consultant

Dan environmental engineer with a PhD in building sustainability, focusing on energy efficient building design and retrofit strategies, and building energy modelling. Daniel was a pivotal member of the Illawarra Flame Net Zero Energy Home team which won the 2013 global Solar Decathlon China competition. He has over four years experience in environmental assessment with a focus on erosion and sediment control.
